Douglas J. Titus, Jr.Mr. Titus earned his J.D. from Georgetown University in 1975 and his B.S. from Villanova University in 1972.  Mr. Titus is “AV Preeminent” rated in Martindale-Hubbell.

Mr. Titus maintains a trial practice in federal and state courts, and has substantial experience with alternative dispute resolution. He has represented individuals and corporations in all phases of complex civil, criminal, and regulatory matters.  He concentrates his practice on complex white collar criminal defense matters, securities litigation and arbitration, and litigation of business disputes.  He has represented clients in matters involving allegations of insider trading, market manipulation, accounting irregularities, and other financial fraud.  He also has experience in federal and state false claims act and qui tam litigation and defense contractor procurement fraud .  He has represented corporate and individual clients in a wide range of criminal and civil matters including federal grand jury investigations, Florida state agency and statewide grand jury investigations, federal and state trials and appeals.  These matters have included securities fraud, bank fraud, tax fraud, environmental criminal matters, telemarketing fraud and procurement fraud, as well as matters involving racketeering, money laundering and contract and fiduciary disputes.  Mr. Titus also has experience in arbitration proceedings in the securities industry, as well as in connection with regulatory investigations conducted by the State of Florida and various regulators.  He has represented clients in connection with enforcement proceedings by the U.S. Securities and Exchange Commission and in debarment proceedings at the U.S. Department of Defense.  Mr. Titus has also represented individuals and fiduciaries in connection with disputes relating to the administration of trusts and estates.

Mr. Titus has been recognized by Florida Super Lawyers, and Florida Legal Elite, Florida Trend Magazine, for White Collar Criminal Defense and General Litigation.  He has also been recognized in Best Lawyers in America for White Collar Criminal Defense, and was selected as Best Lawyers’ lawyer of the year for Civil Rights Law, Criminal Defense: White-Collar and Personal Injury Litigation – Defendants, Tampa, Florida for 2014.

Following graduation from Georgetown law school, Mr. Titus served as law clerk to Chief Judge Gerard D. Reilly at the District of Columbia Court of Appeals.  From 1977 to 1981, Mr. Titus was an Assistant United States Attorney for the Middle District of Florida where he worked on federal criminal and civil trial and appellate matters.  From approximately April 1981 to June 1993, Mr. Titus worked at the law firm of Holland & Knight, where he served as the partner in charge of Holland & Knight’s litigation practice area for the Litigation Central Group in Tampa.

Mr. Titus was President of the Tampa Bay Chapter of The Federal Bar Association and previously served as President-Elect and secretary.  Mr. Titus was on the Board of Directors of the Hillsborough County Bar Association and previously served as secretary, chairman of the CLE Committee, chairman of the Community Liaison Committee, and as a member of the Court Civil Rules Committee of that organization.  Mr. Titus has also served as a member of the Board of Directors of both the Hillsborough County Bar Association’s Trial Lawyers Section and its Criminal Law Section. Mr. Titus was awarded the George C. Carr Memorial Award by the Tampa Bay Chapter of the Federal Bar Association for Excellence in Federal Practice and Distinguished Service to the Federal Bar.

Mr. Titus is also a member of the American Bar Association’s Criminal Justice Section, Section of Litigation, and Business Law Section.

Mr. Titus is a member of The Florida Bar and the District of Columbia Bar.  He is admitted to practice before the United States Supreme Court, the Eleventh Circuit Court of Appeals, and the U.S. District Courts for the Southern, Middle and Northern Districts of Florida.  He is also a member of the Herbert Goldburg Inn of Court.  Mr. Titus has served on the Tampa Merit Selection Panel by appointment of the United States District Judges for the Middle District to assist the Court in the selection of a new full-time U.S. Magistrate Judge in Tampa, and was appointed to serve on the 13th Circuit Fee Arbitration Committee of The Florida Bar.  Mr. Titus was also appointed to serve a two year term on the Local Rules Advisory Committee regarding the Rules of the United States District Court for the Middle District of Florida.

Mr. Titus is also a member of The Rotary Club of Tampa.
